این پروژه تلاش دارد فضایی منحصربه‌فرد و هیجان‌انگیز برای موسسه بین‌المللی فرهنگ پاپ در قلب توکیو ایجاد کند، موسسه‌ای که به دانش‌آموزان، تاریخ و وابستگی آن به فرهنگ عمومی را آموزش می‌دهد؛ جایی که آنها می‌توانند بر گرایش‌های حال حاضر تمرکز کنند و به منظور آمادگی برای گرایش‌های آینده، آنها را پیش‌بینی کنند.
توکیو به عنوان مهم‌ترین شهر ژاپن، دارای بستری منحصربه‌فرد است که آن را از دیگر شهرها متمایز می‌کند. آنچه به نظر می‌رسد، این است که میان عناصر تشکیل‌دهنده فرهنگ پاپ ژاپن و ساختار این شهر رابطه‌ای وجود دارد که منجر به تشکیل یک دیسپلین فرهنگی می‌شود.
به گمان ما، میان دیسپلین فرهنگی توکیو و انیمه‌های میازاکی به عنوان یک سمبل از فرهنگ پاپ ژاپن، می‌توان نوعی روابط انتزاعی مشاهده کرد. آنچه در انیمه‌های میازاکی مشاهده می‌شود، این است که پیش‌زمینه‌ای نامتعارف و انتزاعی که تمام اتفاقات در آن رخ می‌دهد، در پس‌زمینه‌ای آشنا و خنثی جای می‌گیرد. بر این اساس، طرح ما ساختاری است در راستای انتقال این خوانش از دنیای انیمه به دنیای معماری که نشات‌گرفته از فرهنگ ژاپن است و در دیگر عرصه‌های فرهنگی ژاپن نیز دیده می‌شود. در واقع، این پروژه نه به عنوان یک بنا، بلکه به عنوان بستری جدید در قلب توکیو عمل می‌کند که می‌توان آن را پیش‌زمینه‌ای در پس‌زمینه توکیو خواند.

The project tries to create unique and exciting space for the “International Popular Culture Laboratory” in the heart of Tokyo. The lab will be an institution that will teach students the history and relevance of popular culture; where they can reflect on current trends and make predictions of future trends, in order to prepare students for them.
Tokyo, as the most important city in Japan, has a unique location that distinguishes it from other cities. It seems, there is a relationship between the elements that define the pop culture of Japan and the city’s structure, which leads to the formation of the cultural discipline.
In our opinion, we can see abstract relationships between cultural discipline and Hayao Miyazaki anime as a symbol of Japanese pop culture. What is seen in Miyazaki’s anime is that the abnormal and abstract foreground in which all occurrences in a familiar and neutral background. The project is a structure in the direction of transferring this reading from an anime world to an architectural world that roots from Japanese culture, and is also seen in other Japanese cultural fields. Tokyo Pop Lab isn’t as a building, but as a new context in the heart of Tokyo, which can be called it as a foreground in the background of Tokyo.
